RAILWAY loans. The German group have heard from Cordes that Chang-Chih-Tung is determined not to consent to the participation of the Americans in the Canton-Hankow loan, and has informed Wai-wu Pu to that effect, and notified to them that now that the negotiations between the European groups and the Americans have failed owing to the refusal by the latter of a fair offer, he will ask for an Luperial edict ratifying the Hukuang loan.

The United States Legation here and the Chinese Minister at Washington have been informed by the Wai-wu Pu to this effect.
